I recently shared a tip with my network, and thought you might all enjoy it. If you are seeking talent with a need for a specific language, e.g. Japanese. Think low tech social networking---first research associations and clubs or groups, then seek out events to attend, or the events organizors for contacts. Do not forget language professors, or high school and college language clubs.
Here is an example of how this works in the simplistic of ways. I had a req in Hi-tech and in Media that required Japanese fluency as well as english on top of demanding requirments. I thought simply who knows Japanese? I then contacted local associations and Japanese professors whom directed me to larger networks, and specific groups. I ended this quick search with a visit to a local community coffee hour (think campaign days of the 60s). I had an audience of mostly seniors and college students. I ended the mini coffee hour with a son of a son Hi-tech guru, and the friend of a grandson AD Media Pro, two contacts and hires later, I took this model to the next level. I established email groups in the community and now post to their events. The same technique can be used for German, Chinese, Finland, Korean, and Japanese reqs either local or abroad. You will also make some friends along the way, and learn the cultural tips that help in discovery.
