Sourcing Tips for Lanugauge Skills on Boolean Searching

Does anyone have some tips they can share on being able to find people who speak a specific language and doing Boolean Searching. For example: Looking for someone who is Bilingual in Korean and English in the Telecom industry that focuses on Strategy, Planning and Improving Business Processes. Your thoughts are appreciated!!!
