With the unemployment rate hitting 10% When do you feel that recruiters will see increased billings at the level of 2006 & 2007?

Michael, Thanks for watching my Recruiter Earth radio show. Yes, the unemployment rate is at a 25+ year high. The economy will recover before the job market (jobless recovery) and we'll probably see a pick up next year in Q1/Q2 2010. It may take to 2011/2012 to see billing levels at '06/'07.
